    Standing Committee for creating Anti Harassment Policy

    SEBS Executive Committee (2017/19) has decided to form a Standing Committee tasked to create the anti harassment policy for SEBS, which will cover its events and activities.

    The following decisions have been endorsed by the ad hoc committee formed to handle the recent incident and has been passed by the ExComm meeting conducted on November 5, 2018. Due to the complexity of the issue at hand, we have decided to hire a consultant(s) who will be governed and assisted by the Standing Committee.

    Committee Structure: The Executive Committee has decided to form a seven member standing committee based on the advice of the ad hoc committee formed to handle the recent harassment incident. The following members of the ExComm have volunteered to serve in the Committee:

    2 Female / 1 Male from ExComm
    - Jui Shrestha (100’C) - Coordinator
    - Avash Pandit (800’C)
    - Manusmriti Baral (4000’D)

    Four positions are opened for SEBS members
    - 2 Female / 2 Male based on open application

    ExComm members that are in the Standing Committee will make the selection based on the applicants for the position.

    Responsibilities:
    - Study existing laws in Nepal and existing policies regarding harassment.
    - Study international best practices regarding harassment.
    - Look into the culture and context within SEBS and Budhanilkantha School to inform the policy.
    - Create Terms of Reference for consultant(s) to develop an anti-harassment policy for SEBS.
    - Finalize hiring of consultant(s) and manage them. - ---- Finalize time frame and provide feedback for developing the anti-harassment policy.
    - Assist the consultant(s) in organizing focus group discussions with members to inform the policy.
    - Organize a open discussion session where the consultant(s) will present their findings and open the draft policy for discussion.
    - Monitor comments once the draft of the anti harassment policy is shared with the larger SEBS community and finalize the policy for approval by the ExComm.

    Level of Effort for Standing Committee:
    - 20 to 25 hours over 6 weeks until the Anti Harassment Policy is finalized (mid-November through end of December)
    - Expect meetings/conference calls at regular intervals and will be held at reasonable hours during Nepal working hours, and so applicants from abroad are requested to keep that in mind.

    Timeline:
    - Application deadline of November 14.
    - Finalize the full Standing Committee by November 16, 2018.
    - Make draft Anti Harassment Policy public and open for comments by December 20.
    - Close and review comments for the Policy by December 27.
    - Finalize the Anti Harassment Policy by December 31.

    Note for applicants: The selection team will not discriminate on this basis, but applicants must commit to making themselves available. Once the Standing Committee is formed, it can take into consideration the time of members based abroad, but because of the tight timeline and the involvement of external consultants, this may not always be feasible.
